Provisioning of Wardens

Wardens are responsible for the enforcement of a number of regulations such as those related to traffic, littering and dog fouling. However, they are particularly known for other regulatory services like traffic management assistance, traffic accident assistance, remote monitoring of CCTV systems, as well as towing, clamping and removal of derelict vehicles and for issuing traffic tickets. Typically, local wardens work hand-in-hand with Local Councils to ensure that any violations are kept at bay and to caution or reprimand those who have broken the rules. The provisioning of wardens to Local Councils is done through warden agencies. These offer enforcement and ancillary services and form part of the Local Enforcement System Committee (LES) which is in charge of traffic enforcement in the Maltese islands. Warden agencies oversee wardens' training, while they are responsible for assigning and dispatching them to scheduled shifts according to the planned routes received from the Authorised Officer. Full contact information on warden agencies can be found on Yellow.

Traffic-Related Services

You might have noticed wardens directing traffic when there are trenching works carried out or when certain services are being rendered with a crane. This traffic management service ensures that traffic flows smoothly most especially when it comes to busy, commonly-used arterial roads. In addition, with the introduction of CCTV and speed cameras that act as deterrents to overspeeding, traffic violations, littering and vandalism, part of the warden services also include the remote monitoring of these from a central control room on a 24/7 basis.

Road Traffic Accidents

If you have been involved in a front-to-rear collision, what is commonly referred to as a 'bumper to bumper' accident, you are not obliged to call the local wardens. All vehicles must carry a Front-to-rear Collision form or a Statement of Facts form that can be used at a later stage for insurance purposes. You must fill in all fields, noting in full the details of either party, whereas both need to sign the form. If more than two vehicles are involved in the traffic accident, then another form must be filled in, however, note the details of either car on all forms. Also, make sure you take photos of the collision and the damages incurred, as well as the accident site, while take note of details that can be passed on by any witnesses, if any. In certain cases, a tow truck may be required if you cannot safely drive your car away. Before purchasing a Road Side Assistance service do your research online to see whether it is best to include this service as part of your motor policy or purchase it separately.

Having said that, if you need assistance by a warden, you may contact one of the warden agencies all of which maintain a call centre manned on a 24/7 basis throughout the year. Any details on the traffic accident provided over the phone are recorded electronically and a warden is dispatched to the scene to offer basic first aid if needed and to write the report. An electronic version of this report is then sent to the respective Insurance Agency, typically within two working days following the road accident. Warden services are also used to assist and support the police when there has been a serious breach of traffic regulations or a collision which may have involved injuries or damage to public property. The same applies in cases where your car has been damaged whilst parked or has been stolen and damaged during an attempted theft.
